The Memorial Candle Program has been designed to help offset the costs associated with the hosting this Tribute Website in perpetuity. Through the lighting of a memorial candle, your thoughtful gesture will be recorded in the Book of Memories and the proceeds will go directly towards helping ensure that the family and friends of Effie Foster can continue to memorialize, re-visit, interact with each other and enhance this tribute for future generations.

Condolence From: Bonnie Wells
Condolence: Effie Foster was not only the founder of a non-profit agency that provided work training & jobs to people with developmental disabilities, she was a pioneer in this field in Oklahoma. In those critical early years and every since, Effie was actively involved in association with like agencies from across the State to improve employment opportunities for all Oklahomans with developmental disabilities. Effie was an activist and an advocate for those who could not readily speak for themselves. She made an impact at the State level back when funding for such programs and employment options were not available. She sure left tracks, and she will not be forgotten!

Not only did she care, her actions proved how much she cared. Her life is an inspiration to everyone who knew her.
